Treaty of Lisbon amending the Treaty on European Union and the Treaty establishing the European Community has entered into force today on December, 1. Treaty was adopted by all EU member states on 13 December 2007.

This political document changes the structure of the European Union and makes other alterations to the basic Treaty of the EU.

First of all according to the Treaty of Lisbon the European Union de jure becomes the one whole institution in international relations. Before it was based on three individual Treaties.

Another significant change is establishment of the constant position of the Head of the European Council (unofficially called “the President of the EU”) as the single representative of the EU in the world politics. This innovation replaces the order of half-year EU presidency by the Heads of each member state. But “the President of the EU” has not so much powers. The President’s work is more administrative and includes responsibility for coordinating the work of the European Council, hosting its meetings and reporting its activities to the European Parliament .

More powerful structure is now European External Action Service (EEAS) heasded by the High Representative of the Union for Foreign Affairs and Security Policy. This position supposes also the powers of the Vice-President of the Commission and the administrator of the European Defence Agency. The functions of the High Representative include proposing defence or security missions.

On the last summit of the European Union held on November, 19 in Brussels the Prime Minister of Belgium Herman Van Rompuy was elected President of the European Council and Catherine Ashton was appointed High Representative of the Union for Foreign Affairs and Security Policy.

Also Treaty of Lisbon makes the European Parliament and the European Council more powerful bodies due to expansion of range of their tasks.

One of the main innovations is that now all member states have to combine their forces in case if one of them suffers any disaster, military conflict or terroristic attack. It seems like the common army.

Charter of Fundamental Rights of the European Union is to come into force together with the Treaty of Lisbon. It presents legal guarantees of political, social and economic rights for EU citizens.

Thus we can see that formally the Treaty of Lisbon converts the EU in the political institution much close to the USSR by its principles, structure and aims. It is that the USSR creators about a century ago were like people from future while establishing the single community of several states.
